About this opportunity

The Town of Willsboro, Essex County, New York is soliciting proposals from New York State-licensed engineering firms for a Map, Plan and Report supporting the potential formation of Bay Lane Water District #2, with proposals due November 30, 2026 at 2:00 p.m. Eastern and written questions due November 19, 2026. No set-aside applies: the MWBE, WBE, SDVOB, and DBE goals are each 0.00%, though the RFP encourages participation from qualified MWBE and SDVOB firms.

The scope covers five tasks: project initiation and records review, evaluation of the former Willsboro Bay Water Company system, which is now abandoned following a 2025 New York State Public Service Commission authorization, an alternatives and upgrade options analysis, planning-level cost estimation, and the final Map, Plan and Report. Recommendations must be consistent with New York State Department of Health requirements. Proposers must submit a separate cost proposal using Appendix A, which breaks out task-based fees, subconsultant costs, and reimbursable expenses by deliverable. Required forms include the New York State Vendor Responsibility Questionnaire, Non-Collusion Affidavit, Iran Divestment Act certification, and Sexual Harassment Prevention Certification.

The Town evaluates technical and cost proposals separately, with 100 total points available across qualifications, project understanding, technical approach, project team experience, and schedule feasibility. The Town selects the consultant on demonstrated qualifications and technical merit, then negotiates a fair and reasonable fee with the highest-ranked proposer, subject to Town Board authorization and applicable procurement laws. Proposals go to Susan Thompson, Town Clerk, by email or through the Town's online portal, and late submissions are rejected. The Town anticipates Phase 2 water infrastructure planning could begin around 2028, with construction around 2030, subject to funding availability and completion of environmental review, financing, engineering, and approvals. Proposers bear all proposal preparation, interview, and presentation costs.
