About this opportunity
The Texas Health and Human Services Commission (HHSC), procuring on behalf of itself and the Department of State Health Services (DSHS), is requesting bids on battery and capacitor replacement services for uninterruptible power supply systems at the Texas Medicaid & Healthcare Partnership facility in Austin, with proposals due September 11, 2026 at 10:30 a.m. Central Time and questions due September 4, 2026.
The scope includes replacement of 80 HRL 12280WFR batteries for an Eaton 9315 UPS, 48 HR 12120WFR batteries for an Eaton 9330 40kva UPS, 48 12HRL300 batteries for a Toshiba 4200 Series UPS, and 480 HRL 1234W F2FR batteries for an APC Symmetra PX 60 UPS, plus original manufacturer-recommended capacitor replacements for two Eaton units. Services include parts, labor, shipping, removal, and recycling. The contractor must respond to service calls within four hours during business hours (Monday–Friday, 8 a.m. to 5 p.m. Central Time) and within one hour for declared emergencies, and provide comprehensive warranty coverage with 24/7 emergency response capability.
The contract runs from award through August 31, 2027, with a one-year extension option at HHSC's discretion. Pricing must be submitted as firm, fixed prices on the provided Pricing Sheet, with adjustments permitted only at HHSC's discretion and correlated to the Bureau of Labor Statistics CPI-W or federal minimum wage increases with supporting documentation.
Insurance requirements include Workers' Compensation, Commercial General Liability ($1 million per occurrence / $2 million aggregate), Commercial Automobile Liability ($1 million combined single limit), Professional Liability ($1 million), and Umbrella Liability ($1 million). Contractors must complete Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet). HHSC encourages submission of a HUB Subcontracting Plan for work with state-certified Historically Underutilized Businesses. Evaluation criteria include specification compliance, performance delivery capability, and price, with award based on best value rather than lowest price alone. Bids may be submitted via email to pcsbids@hhs.texas.gov, the HHS Online Bid Room, or hand delivery/overnight mail on a USB drive to 1100 W. 49th Street, Austin, Texas.
