About this opportunity
The City of Newark, New Jersey, is seeking bids for Invitation to Bid (ITB) #2025-47, a procurement opportunity for Batteries Storage, Automotive, located within Essex County. The solicitation aims to establish a two-year contract for various automotive battery types, including commercial batteries, automotive batteries, motorcycle batteries (specifically Harley Davidson), and deep cycle batteries. Bidders must electronically submit proposals through the City's e-Procurement Portal (ProcureNow) by July 10, 2025, at 10:15 am, with strict adherence to submission guidelines. Vendors are required to maintain reasonable product quantities, ensure all items are new and from current manufacturer production, and provide digital catalogs or links with their bid submission. The pricing proposal mandates percentage discounts for each battery type, which must remain firm throughout the contract term, with all price quotes to be F.O.B. destination and include comprehensive costs for labor, materials, transportation, freight, shipping, and handling. Evaluation criteria include the ability to provide manufacturer catalogs, specify price columns and catalog issue dates, and offer percentage discounts across product categories.
The procurement opportunity does not explicitly specify set-aside designations for disadvantaged enterprises, but it does include several compliance requirements that vendors must meet. Bidders must complete multiple forms demonstrating compliance with state regulations, including the Certificate of Non-Involvement in Prohibited Activities in Russia or Belarus, Disclosure of Investment Activities in Iran, Equal Employment Opportunity documentation, and Americans with Disabilities Act compliance. The City reserves the right to request product samples, inspect bidder businesses, and verify warranty information. While specific award values are not detailed, the comprehensive documentation suggests a rigorous selection process that prioritizes vendor capability, ethical business practices, and regulatory compliance. Vendors must provide a W-9 form and complete a Bidder Qualification Questionnaire, indicating the City's thorough approach to vendor selection and contract management for this automotive battery supply contract.
