About this opportunity
The Florida Department of Health, specifically the Early Steps Program, is seeking to procure the Battelle Developmental Inventory 3rd Edition (BDI-3) through a single-source procurement in Leon County. The procurement involves obtaining a comprehensive, standards-based assessment instrument for evaluating child development in children from birth to three years old. The required instrument must measure developmental milestones across five global domains: social-emotional, communication, adaptive, motor, and cognitive. Key requirements include the ability to use both paper and electronic forms, online and offline test administration, electronic scoring capabilities, and flexibility to assess specific domains based on individual needs. The procurement is structured as a one-year term with a detailed specification that the assessment tool must include hands-on objects designed to engage young children. The solicitation was posted on April 15, 2025, with a response deadline of May 6, 2025, in accordance with Chapter 60A-1.045 of the Florida Administrative Code. The procurement process will authorize the purchase of BDI-3 Access Key software subscriptions and licenses for use by local Early Steps providers across Florida.
The procurement appears to be a non-restricted solicitation without specific set-aside designations for disadvantaged enterprises. Riverside Assessments, LLC dba Riverside Insights is identified as the sole source vendor for this procurement, with an estimated contract value of $63,000.00. The existing infrastructure includes current usage of the Battelle Developmental Inventory across Florida's Early Steps IDEA Part C Program and the Florida Department of Education's IDEA Part B Program, suggesting seamless technological and procedural integration. The single-source justification emphasizes that the BDI-3 is the only product meeting the program's specific requirements and is exclusively sold by Riverside Insights. This procurement represents a continuation of an existing assessment methodology used statewide, with the goal of maintaining consistency in early childhood developmental evaluations. The contract will provide comprehensive licensing for the assessment tool, including software subscriptions and access keys necessary for comprehensive child development assessments.
Opportunity text
The Florida Department of Health, Early Steps Program has a need to purchase a standards-based instrument for comprehensively assessing early child development. The assessment instrument must be a standardized, individually administered assessment of key developmental skills in children from birth to three years of age to be used as a source of information in eligibility determination, and to assess children's strengths and needs to determine necessary interventions. It must measure developmental milestones in the following global domains: Social-emotional, communication, adaptive, motor, and cognitive. It must be easy to use, include hands-on objects that are designed to engage children within this age group. In addition, it must have both paper and electronic forms available, as well as the ability to administer tests online and offline with electronic scoring. It is important that this instrument will allow the evaluator to choose the appropriate domains necessary for individualized needs, rather than completing all five domains at each assessment.
The Battelle Developmental Inventory 3rd Edition (BDI-3 Access Key software subscription and licenses) Developmental Kit and Electronic Record form licensing instrument is currently used across Florida by local Early Steps providers to conduct assessments and evaluations of children referred to the Early Steps Program. The use of this product is in the best interest of the state as it meets the necessary requirements and will allow for continuity of care as both the Early Steps IDEA Part C Program, and the Florida Department of Education (DOE), IDEA Part B Program also has used the Battelle Developmental Inventory for many years.
In accordance with Chapter 60A-1.045, Florida Administrative Code, the Department requests authorization to purchase, as a single source, Battelle Developmental Inventory 3rd Edition and electronic record form licensing (BDI-3 Access Key software subscription and licenses).
