About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Health, specifically involving the Division of Children's Medical Services and the Early Steps Program. The document details the intent to purchase the Battelle Developmental Inventory 3rd Edition (BDI-3) Access Key software subscription and licenses for a one-year term, with a posting date of 4/15/2025 and a last day for receipt of information of 5/6/2025. The procurement is for a standards-based instrument to comprehensively assess early child development in children from birth to three years of age, with requirements including the ability to measure developmental milestones across social-emotional, communication, adaptive, motor, and cognitive domains.

The estimated dollar amount for this single-source acquisition is $63,000.00, with Riverside Assessments, LLC dba Riverside Insights identified as the sole source vendor. The justification for single-source procurement includes that the BDI-3 is the only product meeting the program's specific requirements and is reportedly only sold by Riverside Insights. The document notes that this product is currently used across Florida by local Early Steps providers and is in the best interest of the state, as both the Early Steps IDEA Part C Program and the Florida Department of Education have used the Battelle Developmental Inventory for many years. The procurement is being conducted in accordance with Chapter 60A-1.045 of the Florida Administrative Code.
