About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids for basketball court installation at the Lubbock State Supported Living Center under IFB HHS0017461, with bids due June 23, 2026 at 10:30 a.m. and mandatory on-site visits required June 15–16, 2026. Attendance at one mandatory on-site visit is a disqualification trigger if missed.
The scope includes supply and installation of a SnapSports Revolution modular athletic flooring system or equivalent, Court Keeper system or equivalent, transitions, cove base, replacement of four basketball backboards, game line striping, and trimming of closet and under-stage doors. Bidders must submit itemized pricing on the fixed Pricing Sheet (Exhibit C) as all-inclusive firm, fixed prices. Contractor personnel must have a minimum of two years' relevant experience, and bidders must provide three verifiable references for similar projects completed within the past three years.
The contract term runs from award through August 31, 2026, with a one-year extension option at HHSC's sole discretion. Both HHSC and the Department of State Health Services (DSHS) may use any resulting contract. Contractor must maintain comprehensive insurance including workers' compensation ($1 million employer's liability), commercial general liability ($1 million per occurrence / $2 million aggregate), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability ($1 million). Background checks on all personnel are required prior to work commencing at contractor expense.
Evaluation considers bidder's ability to meet requirements and specifications, performance delivery capability, and price, with award to the bidder offering best value rather than necessarily lowest price. Questions are due June 17, 2026 at 10:30 a.m., with responses posted as addenda June 19. Offers remain binding for 240 days from submission. Price adjustments are permitted only at HHSC's discretion using the Consumer Price Index formula for contracts with renewal periods, and contractors may request adjustments based on federal minimum wage increases.
