About this opportunity
Pennfield Schools in Battle Creek, Michigan is requesting proposals for comprehensive varsity baseball and softball field improvements at Pennfield High School, with sealed proposals due October 16, 2026, at 10:00 a.m. and a mandatory pre-bid meeting on October 8, 2026, at noon.
The scope encompasses survey and documentation, drainage corrections, infield reconstruction with engineered materials, turf repair or replacement, irrigation system evaluation and improvements, fencing and backstop repairs or replacement, and restoration of disturbed areas. The work is divided into two base bids—one for the varsity baseball field and one for the varsity softball field—with three optional alternates for permanent seating and accessibility improvements, batting cage and protective netting enhancements, and enhanced drainage and irrigation options. Contractors must verify existing site conditions, coordinate around active school operations, and protect students, staff, and facilities during construction. All work must comply with Michigan codes, MIOSHA/OSHA requirements, prevailing-wage standards if triggered by funding source, and ADA accessibility standards. Work must achieve substantial completion by November 19, 2026, and final completion by November 30, 2026, with a blackout date of October 23 for the last home football game.
Contractors must hold commercial-grade licensing and submit evidence of general liability insurance ($1 million per occurrence / $2 million aggregate), workers' compensation coverage, and performance and payment bonds as required by Michigan law. Proposals must include detailed cost breakdowns, unit prices for common items, a baseline schedule, and references from three comparable K-12 or athletic facility projects completed within five years. Disclosure of familial relationships with District Board members, Iran Economic Sanctions Act certification, and disclosure of material litigation, claims, defaults, or debarment within five years are required.
Evaluation criteria are weighted as follows: relevant experience and references (20 percent), technical approach and quality control (25 percent), team capability and schedule (20 percent), base bid pricing and overall value (30 percent), and completeness of proposal (5 percent). The District will award to the responsible respondent offering best value. Written questions are due October 12, 2026, at 5:00 p.m. Proposal pricing must remain firm for at least 90 calendar days following the October 16 deadline. The District anticipates announcing the award on October 21, 2026, with Notice to Proceed the same day. Contractors must provide at least a one-year warranty from final acceptance plus manufacturer warranties.
