About this file
This is a Request for Proposals (RFP) issued by Pennfield Schools in Battle Creek, Michigan, for improvements to the varsity baseball and softball athletic facilities at Pennfield High School. The District seeks qualified contractors to provide comprehensive field renovations including survey and documentation, drainage corrections, infield reconstruction with engineered materials, turf repair or replacement, irrigation system evaluation and improvements, fencing and backstop repairs or replacement, and restoration of disturbed areas. The work is divided into two base bids—one for the varsity baseball field and one for the varsity softball field—with three optional alternates addressing permanent seating and accessibility, batting cage and protective netting improvements, and enhanced drainage and irrigation options. The RFP was issued on October 2, 2026, with a mandatory pre-bid meeting scheduled for October 8, 2026, at noon. Written questions must be submitted by October 12, 2026, at 5:00 PM, and sealed proposals are due October 16, 2026, at 10:00 AM. The District anticipates announcing the award on October 21, 2026, with a Notice to Proceed on the same date. Work must achieve substantial completion by November 19, 2026, and final completion by November 30, 2026, with a blackout date on October 23, 2026, for the last home football game. Contractors are responsible for verifying existing site conditions, coordinating around active school operations, and protecting students, staff, and facilities during construction.
Proposal pricing must remain firm for at least 90 calendar days following the October 16 deadline. The District will award the contract to the responsible respondent offering the best value, with evaluation criteria weighted as follows: relevant experience and references (20 percent), technical approach and quality control (25 percent), team capability and schedule (20 percent), base bid pricing and overall value (30 percent), and completeness of proposal (5 percent). Contractors must submit three hard copies and one searchable electronic copy on USB drive to the Superintendent's office. The District requires evidence of commercial-grade licensing, insurance with minimum limits of $1,000,000 general liability per occurrence and $2,000,000 aggregate, workers' compensation coverage, and performance and payment bonds as required by Michigan law. Proposals must include a detailed cost breakdown, unit prices for common items, a baseline schedule, references from three comparable K-12 or athletic facility projects completed within five years, disclosure of any familial relationships with District Board members, Iran Economic Sanctions Act certification, and disclosure of any material litigation, claims, defaults, or debarment within the past five years. All work must comply with applicable Michigan codes, MIOSHA/OSHA requirements, prevailing-wage standards if triggered by funding source, and Americans with Disabilities Act accessibility standards. The contractor must provide at least a one-year warranty from final acceptance plus manufacturer warranties and submit closeout documentation including record drawings, approved submittals, test reports, and maintenance instructions.
