About this opportunity
Peace River Electric Cooperative (PRECO) is seeking proposals for Base Camp Services to support storm relief efforts across three potential locations in Florida: Indian Lake Estates in Polk County, Lakewood Ranch/Parrish in Manatee County, and Wauchula in Hardee County. The procurement requires a turn-key base camp facility capable of accommodating a minimum of 200 persons, with providers required to specify their maximum capacity. Deliverables include comprehensive infrastructure such as kitchen and catering services, refrigeration, dining facilities, sleep trailers/tents with A/C, showers, toilets, laundry services, and additional optional services like on-site medical aid and site security. The base camp services must be deployed for a minimum of seven consecutive days, with options to extend by single-day intervals. The evaluation process will utilize a 100-point weighted criteria system, equally distributing points (20 points each) across contractor qualifications, staff qualifications, past performance, technical approach, and cost proposal. The proposal submission deadline is April 15, 2025, with electronic submissions required through the VendorLink portal.
The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Bidders must provide comprehensive record-keeping services for meals, lodging, and fueling, documenting individual names and companies receiving services. The contract is structured as a potential three-year agreement with annual price adjustments limited to the lesser of a fixed percentage or the Consumer Price Index. While specific award values are not explicitly stated, the contract includes detailed insurance requirements, mandating commercial general liability ($1M per occurrence), excess liability ($2M per occurrence), and workers' compensation coverage. The Master Services Agreement is FEMA-compliant and includes provisions for federal contracting requirements, such as equal opportunity clauses and domestic procurement preferences. PRECO reserves the right to reject any or all proposals and to terminate the contract for convenience, with Florida law governing the contract's interpretation. Interested providers should be prepared to demonstrate comprehensive storm relief capabilities across multiple Florida counties.
