About this opportunity

Bartow County School Food Authority is requesting bids on grocery food items for the school nutrition program serving K–12 schools throughout Bartow County, Georgia under IFB #10-2022-023, with bids due April 27, 2022 at 10:00 a.m. and anticipated award by May 20, 2022. All products must comply with K–12 Education Buy American requirements (7 CFR 210.21(d)), USDA Smart Snack standards, and Child Nutrition Program nutrition standards.

The scope encompasses a comprehensive list of snack items, breakfast foods, frozen prepared meals, and fresh ingredients specified in Attachment B, with estimated quantities ranging from 50 cases of tamales to 2,000 cases of tortilla chips in single-serve bags. All products must meet detailed nutritional criteria including whole grain equivalents, caloric and sodium limits, and ingredient restrictions prohibiting artificial sweeteners, high fructose corn syrup, artificial flavors, and artificial colors. Buy American compliance requires that products be domestic commodities or contain over 51 percent domestic agricultural components by weight or volume. Bidders may propose products of equal quality to those from established manufacturers including Frito-Lay, Nature Valley, Rich's, Bake Crafters, Kellogg's, and Padrino Foods. Pricing is on a per-case basis and must remain firm for sixty days from award date, with all charges for packing and transportation to individual schools included; separate fuel charges will not be accepted.

Deliveries must occur in a well-maintained refrigerated truck during normal business hours to designated school locations. Vendors must maintain HACCP plans, provide 24/7 accessibility for food recalls and USDA holds, and maintain liability insurance with minimum coverage limits. The contract term runs from July 1, 2022 through June 30, 2023, with possible extension for up to three additional months and up to four renewal options based on vendor performance. The SFA reserves the right to award to single or multiple vendors and apply a "Three Strikes Rule" for performance issues including product quality, late deliveries, or poor customer service. Written questions are due April 27, 2022. Bids exceeding $100,000 require lobbying certification; those over $25,000 require debarment certification.
