About this opportunity
Clackamas County, on behalf of its Housing & Community Development Division, is requesting sealed bids for construction improvements at the Barlow Head Start facility located at 109 E. 2nd St, Canby, Oregon, with bids due August 26, 2026 at 2:00 p.m. Pacific Time. A mandatory pre-bid conference is scheduled for August 5, 2026 at 2:00 p.m. at the project site; attendance is required to submit a responsive bid.
The project involves construction improvements to the Head Start facility. The project schedule requires Notice to Proceed issuance, 65 days to Substantial Completion, and 75 days to Final Completion. The estimated project value is $200,000 with no allocation for change orders. The contract will be awarded to the lowest responsive bid from a responsible bidder.
The project is federally funded through the U.S. Department of Housing and Urban Development via Community Development Block Grant (CDBG) funds. Prevailing wage requirements apply under both Oregon Bureau of Labor and Industries (BOLI) and federal Davis-Bacon standards; contractors must pay the higher of the two wage classifications. Contractors and subcontractors must comply with Section 3 of the Housing and Urban Development Act of 1968 regarding economic opportunities for low-income residents, though this project does not exceed the $300,000 threshold for full Section 3 covered contract status.
All contractors must be registered with the Oregon Construction Contractors Board and comply with federal labor standards, Equal Employment Opportunity requirements, and affirmative action provisions. Good Faith Effort documentation is mandatory: prime contractors must contact at least three historically underrepresented business subcontractors for each division of work to be subcontracted. Forms 1 and 2 are due within two hours of bid closing; Form 3 is due with the final pay application.
Bidders must submit 10 percent bid security in the form of a cashier's check, certified check, or bid bond. All bids must be submitted electronically via email to Steve Kelly at stevekel@clackamas.us. Questions regarding bid documents are due August 19, 2026 at 12:00 p.m. Tim Richard, Project Architect, handles all plans and specifications questions at tim@jtrastudio.com. Bid opening and public reading occur via Zoom immediately following the closing time.
