About this opportunity

The City of Philadelphia is soliciting quotes for a micro purchase of barber supplies through the PHLContracts eProcurement platform, with a posting date of April 10, 2026, and a due date of April 24, 2026. This micro purchase will be awarded as a whole or by individual line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items listed in the solicitation to be eligible for award and must not deliver products or provide services until officially notified by the department of award. The contract term is fixed at 365 days from the effective date and will automatically terminate without notice or further action by the City. All quoted prices must be submitted net and exclusive of taxes, with all products delivered FOB Destination Point at the quoted prices. Quotes remain valid for 60 days from the submission date, and only the last quote submitted by the opening time will be considered for award.

There are no specific set-asides or restrictions limiting which organizations can respond to this procurement, though the City encourages voluntary participation in its diversity and equity initiatives by offering the opportunity to complete an LGBTQ Applicant Data Form for identification and tracking purposes; completion of this form does not affect bid evaluation or award criteria. All vendors must execute and submit a Consent and Authorization Agreement prior to the bid closing deadline to be eligible for award. Additionally, sellers must maintain General Liability Insurance with a minimum limit of $500,000 per occurrence, Workers' Compensation Insurance at statutory limits, and Automobile Liability Insurance at $300,000 per occurrence if applicable, and must certify that neither they nor their parent and subsidiary companies are indebted to Philadelphia for delinquent taxes or other obligations. The maximum contract value for this micro purchase is $43,000, which is adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published index and rounded to the nearest thousand dollars. Payment will be made via electronic deposit following delivery and City approval of products.
