About this file

This is a Small Purchase Checklist document from the City of Philadelphia Procurement Department that outlines the submission requirements for vendors responding to small order purchase opportunities through the PHLContracts platform. The document provides step-by-step guidance for sellers completing quotes, including navigating the proper seller role, completing mandatory tabs (General, Items, Questions, Terms & Conditions, Attachments, and Summary), entering unit costs for all listed items, answering required questions, accepting terms and conditions, and submitting the final quote. The related contract opportunity involves Barber Supplies for the City of Philadelphia, Pennsylvania, with the specific requirement that sellers must quote all items to be eligible for award. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder.

All vendors submitting quotes must ensure they have an executed Consent & Authorization form on file in their vendor profile; quotes submitted without this form will not be considered. Vendors are required to indicate whether their business is certified as a Local Business Entity (LBE), though the LBE Program does not apply to small order purchases. Vendors have the option to submit an LGBTQ Applicant Opportunity Data Form and may attach additional documents relevant to their quote. Vendors must not deliver products or provide services until officially notified by the department of award.
