About this opportunity

The City of Philadelphia is seeking qualified vendors to supply barber chairs through a micro purchase procurement posted on May 14, 2026, with a submission deadline of May 28, 2026. This procurement may be awarded as a whole or by individual line items, at the City's discretion, to the lowest responsive and responsible bidder. The solicitation requires vendors to submit quotes electronically through the PHLContracts platform by the May 28 deadline, with quotes remaining valid for 60 days from submission. Bidders must meet detailed technical specifications outlined in the specification sheet and photographic reference provided and deliver all products FOB Destination Point at quoted prices. Evaluation will be based on price competitiveness and responsiveness to specifications, with the City reserving the right to accept quotes from multiple sellers or on individual items as deemed in its best interest. The contract term will commence on the effective date specified in PHLContracts and automatically terminate 365 days thereafter, with no obligation for the City to receive or pay for products ordered after expiration.

Vendors are encouraged to complete an optional LGBTQ Applicant Data Form to self-identify as lesbian, gay, bisexual, transgender, or queer-owned businesses and report relevant certifications through the National LGBT Chamber of Commerce or Independence Business Alliance; however, submission is voluntary. The procurement does not impose a formal local business entity set-aside, though vendors may indicate LBE certification status in their submissions. All responding vendors must maintain Workers' Compensation insurance at statutory limits, General Liability insurance of $500,000 per occurrence, and Automobile Liability insurance of $300,000 per occurrence, with the City named as additional insured, and must not be indebted to the City for delinquent taxes or other obligations without an established payment arrangement. Prices quoted must be net and exclusive of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania Sales and Use taxes. The total contract value is capped at $43,000, adjusted annually by the CPI-U percentage increase from January 1, 2020, rounded to the nearest thousand dollars. All payments will be processed through electronic deposit to the awarded vendor's designated bank account.
