About this opportunity

George Mason University's Antonin Scalia Law School is requesting proposals for a Comprehensive Bar Support Platform and Extended Bar Preparation Courses through RFP GMU-SM0615-26, with proposals due August 19, 2026 at 2:00 p.m. ET via Bonfire portal. Up to 10 points of evaluation credit are available for Virginia SWaM certification, though not as a set-aside.

The university seeks one or more vendors to deliver either a comprehensive bar support platform, an extended bar preparation course for foreign-trained attorneys and LL.M. students, or both. The platform must include online instructional modules aligned with Legacy and NextGen UBE formats, bar exam-style assessments covering multiple-choice, essays, and multi-state performance tests, learning analytics with progress tracking, faculty reporting dashboards, and technical support. The extended course must span at least six months, be primarily asynchronous and globally accessible, include monthly coaching sessions and graded practice essays.

Pricing must be transparent and all-inclusive with no undisclosed fees post-award. Vendors must offer institutional subscription or per-student pricing for the platform and per-student enrollment pricing for the extended course, both without minimum enrollment requirements or upfront initiation fees.

Evaluation weighs solution quality and suitability (25 points), vendor qualifications and experience (20 points), methodology and implementation plan (25 points), pricing competitiveness (20 points), and SWaM certification (10 points). Prior spending with incumbent Barbri Inc. totaled $209,175 in FY26, $160,000 in FY25, $160,000 in FY24, $86,000 in FY23, and $23,333.40 in FY22, provided for historical reference only.

The contract term is one year with six successive one-year renewal options. Written questions are due July 22, 2026 at 4:00 p.m. ET, with responses posted August 5. Committee evaluation runs August 26 through September 10, potential oral presentations the week of September 14, finalist negotiations September 24 through October 23, and notice of award November 1. All vendors must register with eVA prior to contract award.
