Summary: RFP GMU-SM0615-26 Bar Examination Preparation and Support Platform
This Request for Proposals (RFP) is issued by George Mason University (a public institution of higher education and agency of the Commonwealth of Virginia) to establish a contract for providing comprehensive bar examination preparation and support services to the Antonin Scalia Law School. The University seeks a qualified vendor or vendors to deliver either a comprehensive bar support platform, an extended bar preparation course for foreign-trained attorneys and LL.M. students, or both service models. The comprehensive platform must include online instructional modules aligned with both Legacy and NextGen UBE formats, bar exam-style assessments (multiple-choice, essays, and multi-state performance tests), learning analytics and progress tracking, faculty reporting dashboards, skills reinforcement resources, and technical support. The extended bar preparation course must be at least six months in length, primarily asynchronous and globally accessible, with monthly coaching sessions and graded practice essays. Written questions must be submitted through George Mason's Bonfire Portal no later than 4:00 PM Eastern Time on July 22, 2026, with responses posted by August 5, 2026. Proposals are due August 19, 2026 at 2:00 PM ET through Bonfire only; no email, mail, or in-person submissions are accepted. Committee evaluation will occur August 26 through September 10, 2026, with potential oral presentations the week of September 14, 2026, followed by finalist negotiations from September 24 through October 23, 2026, and a notice of award on November 1, 2026. The contract period is one year from the effective date with six successive one-year renewal options.
Pricing must be transparent and all-inclusive with no undisclosed or additional fees permitted post-award. Offerors must provide institutional subscription or per-student pricing for the platform model and per-student enrollment pricing for the extended course without minimum enrollment requirements or upfront initiation fees. The University will consider proposals from vendors certified by Virginia's Department of Small Business and Supplier Diversity (SWaM certification), with up to 10 points awarded during evaluation for such certification. All vendors must register with eVA and pay vendor transaction fees prior to contract award. The previous contract with Barbri Inc. shows spending of $209,175 in FY26, $160,000 in FY25, $160,000 in FY24, $86,000 in FY23, and $23,333.40 in FY22, though this is provided for historical reference only and does not indicate minimum spending commitments. Evaluation criteria include solution quality and suitability (25 points), vendor qualifications and experience (20 points), methodology and implementation plan (25 points), pricing competitiveness (20 points), and SWaM certification status (10 points). The contract must comply with George Mason's Standard Contract terms, which prohibit waivers of sovereign immunity, indemnification agreements, binding arbitration, and attorney's fees provisions, and all resulting contracts will be made available for public inspection under Virginia's Freedom of Information Act.
