About this opportunity
Harford County, Maryland Department of Procurement is requesting bids on renovation of the former M&T Bank building at 12 Office Street for the State's Attorney Office and construction of two employee restrooms on the first floor of the Circuit Courthouse at 20 West Courtland Street, with bids due November 18, 2026 and a mandatory pre-bid meeting on October 12, 2026. Contractors must be prequalified by the County in Category E1 (Buildings – Construction) or E2 (Buildings – Remodeling) before the bid due date — a hard gate to participation.
The scope encompasses demolition of existing office space, construction of new partition walls, installation of plumbing and HVAC systems, flooring, wall finishes, doors, hardware, electrical connections, and accessible restroom fixtures at both locations. The bank building renovation is classified as a Level 2 Alteration affecting less than 1% of the 92,400 square foot building. Work must comply with the 2021 International Building Code, 2021 International Existing Building Code, 2021 International Energy Conservation Code, State of Maryland Fire Prevention Code, Maryland Accessibility Code, 2023 National Electric Code, and 2021 International Plumbing Code. The scope includes specific finishes — ceramic tile flooring and base, wall tile, gypsum wall board ceilings, accessible grab bars and mirrors, and stainless steel Bobrick-specified grab bars — and mechanical requirements for new exhaust fans, ductwork, wall-mounted lavatories, floor-mounted water closets with flush valves, and floor drains with trap priming lines. Contractors are responsible for coordination with occupied courthouse operations and maintaining HVAC service to unaffected areas during phasing.
Bids include two base items plus two allowance items totaling $150,000 for waterproofing design and unforeseen conditions. A 5% bid deposit (bid bond or certified check) is required; performance, payment, and maintenance bonds at 95% and 10% of contract amount respectively are required from the awardee. Questions are due October 30, 2026. A mandatory site visit must be completed by October 30. The contract is awarded to the lowest responsive and responsible bidder. Contractors must register with eMaryland Marketplace Advantage within five days of award and comply with E-Verify employment verification requirements.
