About this opportunity
The State of Maine Department of Defense, Veterans & Emergency Management is issuing a Request for Proposals (RFP# 202604073) for a Master Agreement to provide comprehensive HVAC and plumbing emergency repair and service at the Bangor Air National Guard installation. The scope of work encompasses emergency repairs to all HVAC and plumbing equipment and associated controls, general repairs beyond preventative maintenance, and annual chemical treatment of oil and gas-fired boilers. Emergency services must be available 24 hours a day, seven days a week with a mandatory two-hour response time and 24-hour completion requirement, while regular services operate during standard business hours (7:00 a.m. to 3:30 p.m., Monday through Friday) with premium rates applicable outside these hours, on weekends, and during state-recognized holidays. Scheduled maintenance, specifically boiler chemical treatment, must be completed between May and early September outside the heating season. Bidders must possess current State of Maine professional licenses including Master Plumber, Master Oil Burner, Refrigeration Handler Certificate (EPA608), Propane and Natural Gas Technician, and Large Equipment Gas Connection and Service certifications, and all personnel must pass federal background checks prior to accessing the military installation. The evaluation criteria allocate 35 points to organizational qualifications and experience, 20 points to proposed services, and 45 points to cost proposal based on a mathematical formula favoring the lowest submitted bid. Questions must be submitted by May 18, 2026 at 4:00 p.m. local time, and proposals are due May 29, 2026 by 4:00 p.m. through the Vendor Self Service (VSS) system.
The RFP does not specify set-aside designations or restrictions limiting participation to particular business classifications or disadvantaged enterprises, indicating this is an open competition. Bidders must submit a fixed cost proposal for scheduled maintenance covering the entire contract period, along with separate hourly labor rates for regular and premium hours for both unscheduled repair technicians and additional Building Automated Systems (BAS) technicians, plus a fixed percentage markup over material costs. The initial contract period runs from July 1, 2026 to September 30, 2027 (14 months), with two optional renewal periods of two years each extending through September 30, 2031, and one award is anticipated. No budget range or award value is specified in the RFP documentation. Payment terms are anticipated to be net 30 upon receipt of accurate invoices, and the contract will be executed as a State of Maine Master Agreement pending final approval from the State Procurement Review Committee.
