The scope includes emergency repairs, unscheduled repairs beyond preventative maintenance, and annual chemical treatment of oil and gas-fired boilers across 47 boilers in 24 buildings. The contractor must provide 24/7/365 emergency response with two-hour response time and 24-hour repair completion following approval; regular maintenance and chemical treatments during standard working hours (Monday–Friday, 7:00 a.m.–3:30 p.m.); non-emergency repairs within two weeks or as scheduled; and annual chemical treatments between May and early September only. Equipment manufacturers include Peerless, Fulton, Weil-McLain, Burnham, and HB Smith.

Bidders must hold current State of Maine professional licenses for Master Plumber, Master Oil Burner, Refrigeration Handler Certificate (EPA608), Propane and Natural Gas Technician, and Large Equipment Gas Connection and Service. All personnel requiring facility access must pass federal background checks and DOD security clearance vetting prior to access; subcontractors' personnel are the awarded contractor's sole responsibility and must undergo the same vetting.

The initial contract period runs July 1, 2026 through September 30, 2027 (14 months), with two optional two-year renewal periods (October 1, 2027–September 30, 2029 and October 1, 2029–September 30, 2031). Cost proposal carries 45 of 100 evaluation points, Organization Qualifications and Experience carries 35 points, and Proposed Services carries 20 points. Bidders must submit hourly labor rates for unscheduled repair and Building Automated Systems technicians (regular and premium hours), scheduled maintenance costs for the chemical boiler treatment program, emergency service hourly rates, and a fixed percentage markup over material costs. Proposals must remain valid for 180 days from bid opening. Award is subject to State Procurement Review Committee approval, and the contract does not become effective until at least 14 calendar days after notification.
