About this opportunity

The Maine Military Authority is requesting quotes for the conversion of two existing paint spray booths to bake capabilities at its Limestone, Maine facility under RFQ process, with quotes due April 5, 2010 at 2:00 p.m. local time. A mandatory facility visit with 24-hour notice is required to meet bidding requirements.

The scope covers conversion of a Colmet TCC-2115-64-PDT and a T-60-XWPDT-S JB1 pressurized paint booth—each approximately 20 feet wide by 60 feet long by 14 feet high—to bake units capable of operating at 140 degrees Fahrenheit with waterborne paint capabilities. Vendors must provide manufacturer data sheets for bake unit and air unit specifications, a comprehensive work scope description, evidence of general liability insurance of $400,000, minimum three references from similar past projects, and detailed warranty information for both the unit and installation. All freight costs and FOB delivery to site are the vendor's responsibility. Installation must be completed within 30 days of award.

Evaluation uses weighted criteria: Price (70 percent), Experience and References (10 percent), Service and Warranty (10 percent), and Lead-time (10 percent). Lead time serves as an evaluation factor. Awards will be made to the lowest responsible bidder offering best overall value; in tie situations, preference goes to in-state bidders or those offering Maine-manufactured commodities or services. Final project sign-off requires successful airflow testing, water-borne paint capability verification, and approval by both the Facility Manager and Maine Military Authority Representative.

Questions must be submitted through the AdvantageME Vendor Self Service platform no later than 48 hours prior to bid closing, with responses posted within 24 hours or the bid deadline extended accordingly. Site visits require contacting Terry Susee at 207-328-4873 and notifying buyer Bambi L. Tefft at bambi.l.tefft@maine.gov.
