About this file

This is a Request for Quote document issued by the Maine Military Authority for the conversion of two existing paint spray booths to bake capabilities at its facility in Limestone, Maine. The project involves converting two pressurized paint booths—a Colmet TCC-2115-64-PDT and a T-60-XWPDT-S JB1—to bake units capable of operating at 140 degrees Fahrenheit with waterborne paint capabilities. Each booth measures approximately 20 feet wide by 60 feet long by 14 feet high. Vendors must visit the facility with 24-hour notice by contacting Terry Susee at 207-328-4873 and notifying buyer Bambi L. Tefft at bambi.l.tefft@maine.gov to meet bidding requirements. The installation must be completed within 30 days of award, with lead time serving as an evaluation factor. All questions and answers must be submitted through the AdvantageME Vendor Self Service online platform, with responses posted within 24 hours or the bid deadline extended accordingly.

Bidders must provide quotes that include bake unit and air unit specifications with manufacturer data sheets, comprehensive descriptions of work scope, evidence of general liability insurance of $400,000, minimum three references from similar past projects, and detailed warranty information for both the unit and installation. The vendor is responsible for all freight costs with FOB delivery to the site, and the Maine Military Authority reserves the right to reject all bids. Award evaluation uses weighted criteria: Price (70 percent), Experience and References (10 percent), Service and Warranty (10 percent), and Lead-time (10 percent). Final project sign-off requires successful airflow testing, water-borne paint capability verification, and approval by both the Facility Manager and Maine Military Authority Representative.
