About this opportunity

The City of Tampa's Water Department is soliciting bids for backflow prevention devices and fireline repair parts on an as-needed basis under a sheltered market procurement for Small Local Business Enterprises (SLBEs), with sealed bids due June 22, 2026 at 3:00 p.m. through the OpenGov eProcurement Portal. This is an SLBE-exclusive opportunity, not a general open procurement.

The SLBE bid discount provision allows certified SLBEs to receive a five percent discount on their total bid amount, up to a maximum of $10,000, for evaluation purposes only. The awarded vendor must maintain at least two items in stock at all times and deliver all materials within 14 working days of order receipt (backorders within 5 working days). Any items needed during the contract term not listed in the bid proposal must be delivered within 24 hours unless approved otherwise by a City representative. Bid prices must be firm and include all shipping costs, taxes, royalties, and delivery to Tampa, Florida.

The scope covers 42 line items of backflow prevention devices, check valves, and specialized valve parts from manufacturers including Watts, Ames, and Wilkins, with quantities ranging from 2 to 50 units per item. All materials must be currently in production, factory fresh, and packaged in original manufacturer packaging.

The estimated contract value is $75,000. The award period is one year from the effective date, with mutual written agreement options for two additional one-year renewals, plus unilateral extension options of up to three thirty-day periods at the City's discretion. The City reserves the right to award by division or aggregate total, award to the lowest responsive, responsible bidder, or utilize the next lowest bidder if the primary awardee defaults. Award will be made within 120 days after bid opening. The successful bidder must be registered to transact business in the State of Florida within ten days of notice to do so.
