About this file

Summary

This file documents the renewal of a purchasing agreement between the City of Tampa's Water Department and SAT Industrial Supplies & Solutions LLC for backflow prevention devices and fireline parts under a sheltered market solicitation (Bid #21020623, Contract #23-P-00210). The original award was issued on February 20, 2023, for $90,410.87, with a subsequent first renewal executed on February 6, 2024, for $93,756.00. The second renewal period runs from February 20, 2025, through February 19, 2026, with an estimated annual total of $94,000.00. The contract is structured on an as-needed basis with the vendor required to maintain at least two items in stock at all times. The renewal request was processed through the City's standard purchasing transmittal procedures, requiring completion of Minority/Women Business Enterprise (W/MBE) and Small Local Business Enterprise (SLBE) compliance forms including MBD-10 (solicited subcontractors), MBD-20 (utilized subcontractors), and MBD-30 (payment documentation).

The pricing for the 2025 renewal reflects a 2.4% escalation based on the Consumer Price Index (CPI) for July 2024, resulting in a total contract amount of $62,966.86. SAT Industrial Supplies & Solutions LLC is certified as both a SLBE and W/MBE vendor with the City of Tampa and will perform 100% of the contract scope with no subcontractors utilized. The vendor demonstrated satisfactory performance during the prior contract period with on-time delivery, compliant product quality, and responsive customer service. The Water Department recommended renewal based on fair and reasonable pricing and continuity of service. All required compliance documentation, including affidavits regarding foreign countries of concern, scrutinized companies, human trafficking, and E-Verify participation, was completed and submitted by the vendor on January 6, 2025.
