About this opportunity

The University of Wisconsin-Madison's Purchasing Services Department is seeking proposals for back-up infant and preschool-age child care services through a Request for Proposal (RFP) targeting center-based hourly and emergency care for UW-affiliated families. The procurement seeks a child care provider capable of serving a minimum of 10 children (8 infants/toddlers and 2 preschoolers) ages six weeks to four years old, with flexible hourly service options. Proposals will be evaluated on a 1,000-point scale, with 275 points allocated to early care and education quality indicators, 275 points for director and teacher qualifications, 225 points for programming, and 75 points for cost. Critically, proposals scoring fewer than 675 points on quality and qualifications sections will be automatically disqualified. Key dates include a March 9, 2018 deadline for written questions, a May 1, 2018 proposal submission deadline, oral presentations and evaluations on May 8, 2018, and award notification targeted for May 15, 2018. The initial contract term will run from July 1, 2018 through June 30, 2021, with potential renewals through year seven.

The University applies a five-percent preference for Minority Business Enterprises (MBEs) and Disabled Veteran-Owned Businesses (DVBs), consistent with Wisconsin statutes. Proposing organizations must maintain state licensing and city accreditation, provide criminal background checks for all workers, obtain liability insurance with minimum $1,000,000 coverage, and comply with child abuse reporting requirements. The reimbursement rate is set at up to $20 per hour for back-up care services, with no guaranteed minimum purchase quantity. Contractors must submit comprehensive documentation including accreditation certificates, licensing visitation reports, financial stability documentation, staff and family survey results, strategic business plans, staff rosters, director resumes, job descriptions, tuition rates, and sliding fee scales if applicable. A site location in close proximity to the University campus is preferred. Proposals must be submitted as four hard copies to UW-Madison Purchasing Services, with alternative submission options including fax and email, provided hard copies are delivered by the next business day.
