About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the Division of Natural Resources, is issuing a Centralized Request for Quote (CRFQ 0310 DNR2600000008) for parkwide Wi-Fi distribution infrastructure at Babcock State Park in Calhoun County. This is a rebid of a previous solicitation for construction services to establish a one-gigabit broadband circuit internet service with sufficient speed and bandwidth across the entire park. The primary deliverables include design and installation of a wireless mesh network infrastructure capable of distributing standard internet service with a minimum bandwidth increment of 100 MB to all park areas, hardwired connections through new routers and servers, IP address allocation, Domain Name Service configuration, wireless network connections, electrical wiring and connections for wireless access points, and detailed network setup drawings upon completion. The vendor must also provide four-hour onsite troubleshooting service and 12 months of ongoing management service. Required vendor qualifications include successful completion of at least one similar project, certification in wireless service delivery equipment, and demonstrated expertise in RF design, wireless mesh distribution, and network configuration. The contract term is fixed at 180 days from receipt of the notice to proceed, and a mandatory pre-bid meeting was held on December 11, 2025, at 10:00 AM ET at Babcock State Park Office (486 Babcock Road, Clifftop, WV 25831-7240). Written questions were due by December 18, 2025, at 4:00 PM ET, with final bids due on January 8, 2026, at 1:30 PM ET to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, WV 25305-0130. Pricing must be submitted as a lump sum for all labor, materials, and equipment, and the contract will be awarded to the lowest qualified responsible bidder based on bid evaluation criteria.

The solicitation does not specify any set-aside designations or restrictions on the types of organizations that can bid, nor are there identified incumbent vendors or current contractors referenced in the documentation. All vendors must submit a bid bond equal to 5 percent of the total bid amount with their proposals and acknowledge receipt of all addenda through completion of an Addendum Acknowledgment form to avoid bid disqualification. The apparent successful vendor must provide Commercial General Liability Insurance of at least $1,000,000 per occurrence and Automobile Liability Insurance of at least $500,000 per occurrence prior to contract award. Liquidated damages are assessed at $250 per day for each day beyond the contract end date, and the work is not subject to Davis-Bacon wage rates. No specific budget range or award value is disclosed in the available solicitation documents, and funding is contingent upon legislative appropriation with a provision allowing contract cancellation with 30 days written notice. For additional information, interested vendors should contact Joseph (Josh) E. Hager III, the buyer, at (304) 558-2306 or joseph.e.hageriii@wv.gov.
