About this opportunity
California State University, Sacramento is requesting proposals for digital billboard advertising sales and revenue-sharing services under RFP B260008, with proposals due October 30, 2026. The University seeks a single qualified firm to furnish, install, operate, and maintain three digital billboards on campus property and market and sell University-approved advertising at no cost to the University, with the successful proposer retaining advertising revenue subject to a Minimum Annual Guarantee and revenue-sharing structure negotiated in the resulting Agreement.
The scope encompasses three billboards—one highway-visibility billboard and two campus billboards serving vehicular and pedestrian traffic. The proposer must supply all equipment, hardware, software, installation, commissioning, warranties, and operational support; transfer ownership to the University upon final acceptance; maintain high billboard uptime; provide monthly financial reports with gross revenue and accounts-receivable aging; submit quarterly business reviews and annual business plans; participate in monthly operations meetings and quarterly business review meetings; and cooperate with University audits. All advertising content requires University approval and must comply with Sacramento State's Advertising Standards, which prohibit alcohol, tobacco, nicotine, cannabis, illegal drugs, firearms, gambling, adult-oriented businesses, and political campaign advertising. The proposer must comply with California public works and prevailing wage requirements, with all compliance costs included in the proposal.
The initial Agreement term is five years with one optional three-year renewal and one optional two-year renewal, for a maximum term of ten years. The procurement follows a two-phase evaluation process: Phase I (100 points) covers Executive Summary, Firm Qualifications, Technical Proposal, Advertising Sales Strategy, and Project Team/Implementation/References; Phase II (100 points) consists of Financial Proposal submission and Oral Presentations and Interviews. The University will evaluate based on Best Value, considering knowledge of the Sacramento advertising market, credibility of revenue projections, financial capacity, relevant experience with digital billboards and outdoor advertising sales, and quality of references. Financial proposals must include the Minimum Annual Guarantee, revenue-sharing percentage or structure, advertising revenue projections with separate assumptions for highway and campus billboards, and the value and cost of the three digital billboards.
