About this opportunity

The Florida Gaming Control Commission's Division of Gaming Enforcement is conducting a single-source procurement for TASER 10 Conducted Energy Weapons and associated equipment from Axon Enterprises, Inc., with a posting date of January 26, 2026, and a deadline for receipt of information on February 16, 2026. The procurement seeks to equip certified law enforcement Special Agents assigned to operational and high-risk enforcement units with TASER 10 multi-shot conducted energy weapons featuring 45-foot range capabilities, high-efficiency flashlights, green laser sights, weapons logs, and central information displays showing critical mission data including battery energy, burst time, and cartridge status. The deliverables include TASER 10 weapons with detachable magazines holding ten cartridges each, a TASER Weapons Docking System with onboard self-diagnostic and system status monitoring capabilities, accessories, and associated software. Key objectives include strengthening agent safety, improving less-lethal effectiveness, and aligning the Division's equipment and training with modern law enforcement standards. The contract term is five years with an advance payment structure. This single-source acquisition has been justified based on Axon Enterprises' proprietary rights as the exclusive manufacturer, distributor, and retailer of TASER brand products in Florida, the company's leadership position in conducted energy weapons technology, superior probe and electrical design, evidence-based safety research, and the comprehensive ecosystem of science, training, legal support, and reliability accompanying the system.

This procurement is designated as a single-source purchase, which restricts competition to Axon Enterprises, Inc., located at 17800 N 85th Street, Scottsdale, Arizona 85255. No set-aside designations for disadvantaged enterprises or minority-owned businesses have been noted in the procurement documentation. The TASER Weapons Docking System is designed to integrate seamlessly with the AXON Evidence.Com platform, which the Division of Gaming Enforcement already utilizes for digital evidence management, ensuring compatibility with existing infrastructure and technology systems. The estimated dollar amount for this five-year single-source acquisition is $117,992.22. Inquiries regarding this opportunity should be directed to Shane Phillips, General Services Purchasing Manager, at 850.794.8039 or Shane.Phillips@flgaming.gov. The procurement was approved by senior leadership including Carl Herold (Director of Gaming Enforcement), Gary Snyder (Chief of Law Enforcement), Coleman Ayers (Chief Information Officer), Christine Hutton (Budget Manager), and Lisa Mustain (Director of Administration).

Opportunity text

Section 16.711, Florida Statutes outlines the powers and duties of the Florida Gaming Control Commission's (FGCC) Division of Gaming Enforcement. This statute states that all Division of Gaming Enforcement Special Agents are certified law enforcement officers and have the power to detect, apprehend, and arrest for any alleged violation of chapter 24, part II of chapter 285, chapter 546, chapter 550, chapter 551, or chapter 849, or any rule adopted pursuant thereto, or any law of the State of Florida. These Special Agents may enter upon any premises at which gaming activities are taking place in the state for the performance of their lawful duties and may take with them any necessary equipment.

The Axon Enterprise, Inc. TASER 10 Conducted Energy Weapon (CEW) is a multi-shot energy weapon with a detachable magazine holding 10, TASER 10 cartridges and has a range of 45 feet when deployed. This CEW provides a high-efficiency flashlight, a green LASER sight, weapons log, and a central information display that shows mission critical data such as remaining battery energy, burst time, and cartridge status. The TASER Weapons Docking System, which is included with this purchase, connects to the AXON Evidence.Com system, which the Florida Gaming Control Commission (FGCC) Division of Gaming Enforcement already utilizes for digital evidence management purposes. Additionally, the TASER Weapons Docking System provides onboard self-diagnostic and system status monitoring and reporting when the TASER 10 CEWs are plugged into the docking system.

Currently, Special Agents assigned to the FGCC Division of Gaming Enforcement do not utilize this type of weapon. Allowing Special Agents, specifically those agents assigned to operational or high-risk enforcement units, to utilize these weapons will strengthen agent safety, improve less-lethal effectiveness, and align the FGCC Division of Gaming Enforcement's equipment and training with modern law enforcement standards.
