This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Gaming Control Commission for the acquisition of TASER 10 Conducted Energy Weapons and related equipment from Axon Enterprises, Inc. The Division of Gaming Enforcement seeks to procure TASER 10 multi-shot conducted energy weapons with detachable magazines holding ten cartridges, accessories including a TASER Weapons Docking System, and associated software for certified law enforcement Special Agents assigned to operational and high-risk enforcement units. The TASER 10 system features a 45-foot range, high-efficiency flashlight, green laser sight, weapons log, and central information display showing critical mission data such as battery energy, burst time, and cartridge status. The docking system integrates with the AXON Evidence.Com platform already utilized by the Division for digital evidence management. The posting date was January 26, 2026, with the last day for receipt of information set for February 16, 2026, allowing for the statutory 15 business day posting period. The contract term is five years with an advance payment structure.

The estimated dollar amount for this single source acquisition is $117,992.22. Axon Enterprises, Inc., located at 17800 N 85th Street, Scottsdale, Arizona 85255, has been identified as the sole source due to its proprietary rights as the exclusive manufacturer, distributor, and retailer of TASER brand products in Florida. The justification for single source procurement cites TASER's leadership position in conducted energy weapons technology, superior probe and electrical design, evidence-based safety research approving TASER products with major police agencies, and the comprehensive ecosystem of science, training, legal support, and reliability that accompanies the system. The acquisition was approved by Carl Herold (Director of Gaming Enforcement), Gary Snyder (Chief of Law Enforcement), Shane Phillips (General Services Purchasing Manager), Coleman Ayers (Chief Information Officer), Christine Hutton (Budget Manager), and Lisa Mustain (Director of Administration). Contact for inquiries is Shane Phillips, General Services Purchasing Manager, at 850.794.8039 or Shane.Phillips@flgaming.gov.

The Axon Enterprise, Inc. TASER 10 Conducted Energy Weapon (CEW) is a multi-shot energy weapon with a detachable magazine holding 10, TASER 10 cartridges and has a range of 45 feet when deployed. This CEW provides a high-efficiency flashlight, a green LASER sight, weapons log, and a central information display that shows mission critical data such as remaining battery energy, burst time, and cartridge status. The TASER Weapons Docking System, which is included with this purchase, connects to the AXON Evidence.Com system, which the Florida Gaming Control Commission (FGCC) Division of Gaming Enforcement already utilizes for digital evidence management purposes. Additionally, the TASER Weapons Docking System provides onboard self-diagnostic and system status monitoring and reporting when the TASER 10 CEWs are plugged into the docking system.

Currently, Special Agents assigned to the FGCC Division of Gaming Enforcement do not utilize this type of weapon. Allowing Special Agents, specifically those agents assigned to operational or high-risk enforcement units, to utilize these weapons will strengthen agent safety, improve less-lethal effectiveness, and align the FGCC Division of Gaming Enforcement’s equipment and training with modern law enforcement standards.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Axon Enterprises, Inc. has proprietary rights to all TASER brand products and is the sole manufacturer, distributor, and retailer of all TASER brand products in the State of Florida.

The TASER is considered the leader in conducted energy weapons (CEW) because of a combination of technology, reliability, safety, research and institutional adoption. The superior probe and electrical design of TASER cartridges and probes are engineered for optimal spread and angle for better neuromuscular incapacitation, barbed probes that stick through clothing, and precise pulse shaping that disrupts motor control without causing cardiac capture. Axon Enterprises, Inc. has invested in evidence-based safety research that has allowed TASER products to be approved by major police agencies and is used in courts as the standard reference for CEWs. The TASER is unique as it not only offers the CEW device, but the science, training, legal, defensibility, and reliability needed for law enforcement agencies that decided to deploy this type of weapons system.
