About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Highways and in cooperation with the Kentucky State Police Commercial Vehicle Enforcement Division, issued Request for Bid (RFB) 758 2200000198 to procure one AX900 Wireless Portable Scale System and Trailer for Elliott County. The procurement seeks an above-ground, lightweight, semi-portable axle scale system consisting of one pair of 14-foot digital cabled and wireless weighing platforms, a digital electronic indicating element, and a scale transport trailer that must be NTEP Class IIII (Weighing Element) and Class III (Indicating Element) certified for commercial vehicle weight enforcement. The approved model is specifically the Intercomp Model AX900-05-LAW, and the system must include delivery, training, and at least one year of manufacturer warranty. Vendors' written questions were due by October 14, 2021 at 10:00 AM ET, with bid closing on October 25, 2021 at 1:30 PM ET. Bids must be submitted electronically through the Commonwealth eProcurement system using the Kentucky Vendor Self Service portal; paper bids are not acceptable. The contract will be awarded on a best value basis with pricing weighted at 90 points and delivery time weighted at 10 points, with all proposed pricing remaining valid for a minimum of 60 calendar days after the bid due date. Vendors must submit quotations on an F.O.B. Destination Freight Prepaid and Allowed basis and provide delivery time in specific working days, with the lowest delivery time receiving maximum points.

Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders, and qualified bidders including Kentucky Correctional Industries and organizations serving individuals with severe disabilities may receive preference equal to 15-20 percent of maximum points. Bidders must be registered in the Commonwealth eProcurement System and provide required documentation including Revenue Form 10A100, Certificate of Authority for foreign entities, affidavits affirming compliance with Kentucky campaign finance laws and tax obligations, and NTEP Certificates of Conformance demonstrating system compliance. Bidders must also provide a list of three state agency references currently using the same scale model for overweight vehicle enforcement. No incumbent contractors or existing alternative products are identified, and no alternate products will be accepted in this procurement. The solicitation does not specify a unit cost, line total, or overall budget range, leaving pricing to be determined entirely by bidder proposals. Interested vendors should contact Kyle Collins at 502-564-6521 for additional information regarding solicitation requirements.
