About this opportunity

The Michigan Department of Corrections (MDOC), through the Michigan Department of Technology, Management, & Budget (DTMB) Central Procurement Services, is proceeding toward contract award for prison commissary services under RFP 260000001218, with State Administrative Board approval pending as of September 4, 2026.

DTMB has recommended a $240 million award to Keefe Commissary Network, LLC over a five-year term with up to three optional one-year renewals. Keefe scored 93 of 100 points in technical evaluation against E-Ski Site Services, which was deemed non-responsive for submitting only an overall bid price without required supporting documentation.

The scope encompasses commissary goods supplied to prisoners statewide, including mandatory items: healthcare products, hygiene items, stationery, food, metered envelopes, and miscellaneous goods. Purchases are made by prisoners, their friends and family members, and MDOC facilities for holiday giftbags, fundraisers, prisoner televisions, and items for indigent prisoners.

Evaluation weighted product quality at 35 points, service capabilities at 35 points, Schedule A Statement of Work Sections 6–10 at 10 points, and a Vendor Questions Worksheet at 20 points. Key best-value factors included expedited credit processing (within 24 hours), product recall notification timelines, and kiosk provision capabilities. Pricing was negotiated post-submission with a commission rate fixed at 14% and select item rates reduced.

Keefe met responsive and responsible bidder requirements. The original RFP was posted April 24, 2026 with a June 15, 2026 proposal due date and a 52-day solicitation period; two bidders competed.
