This is an Award Recommendation and Evaluation Synopsis document from the Michigan Department of Technology, Management, & Budget (DTMB) Central Procurement Services office and the Michigan Department of Corrections (MDOC) for RFP 260000001218 regarding prison commissary services. The RFP solicited responses for a contractor to supply commissary goods to prisoners throughout Michigan, including mandatory items such as healthcare products, hygiene items, stationery, food, metered envelopes, and miscellaneous items. The solicitation was posted on SIGMA VSS on April 24, 2026, for a 52-day period with a proposal due date of June 15, 2026. Two bidders submitted proposals: Keefe Commissary Network, LLC and E-Ski Site Services. The contract term is five years with up to three optional one-year renewal periods. The award recommendation was issued on September 4, 2026, pending State Administrative Board approval.
The DTMB recommended an award to Keefe Commissary Network in the amount of $240,000,000 based on a technical evaluation score of 93 out of 100 points. The evaluation criteria included product quality (35 points), service capabilities (35 points), Schedule A Statement of Work Sections 6-10 (10 points), and a Vendor Questions Worksheet (20 points). Keefe Commissary Network met the responsive and responsible bidder requirements, while E-Ski Site Services was deemed non-responsive for submitting only an overall bid price without supporting solicitation documents. Best value determination factors included the vendor's ability to expedite credits within 24 hours, product recall notification timelines, and kiosk provision capabilities. Pricing was negotiated following initial submission, with a commission rate fixed at 14% and some rates reduced on select items. Purchases will be made by MDOC prisoners, prisoner friends and family members, and MDOC facilities for holiday giftbags, fundraisers, prisoner televisions, and items for indigent prisoners.
