About this opportunity

The Michigan Department of Technology, Management & Budget's Procurement Office has recommended awarding Vision Insurance Administration Services for the Michigan Public School Employees' Retirement System (MPSERS) to EyeMed Vision Care LLC for $32.54 million, pending State Administrative Board approval, with contract commencement on July 23, 2026.

The contract term runs from July 23, 2026, through December 31, 2030, with an implementation period (July 23–December 31, 2026) during which no payments are made and services commence January 1, 2027. The initial three-year-five-month service period includes up to seven additional one-year renewal options. EyeMed will administer post-employment vision benefit coverage for MPSERS members, including retirees, beneficiaries, COBRA participants, and dependents.

The competitive evaluation process assessed four technical criteria categories on a combined 100-point scale; only proposals scoring 80 or more advanced to pricing evaluation. Four bidders submitted proposals: Blue Cross Blue Shield of Michigan (80 points), EyeMed Vision Care LLC (81 points), MetLife Inc. for Davis Vision Inc. (83 points), and MetLife Inc. for Metropolitan Life Insurance Company (87 points). EyeMed was selected on best-value grounds despite scoring second technically, based on superior financial terms, full agreement to the State's Hybrid Contract Terms and data security requirements, and minimal member disruption. Metropolitan Life Insurance Company, the highest technical scorer, submitted an incomplete claims repricing worksheet and member out-of-pocket cost estimates approximately $16 million below historical experience, preventing reasonable pricing comparison. Davis Vision similarly failed to properly complete the claims repricing worksheet after two rounds of clarification.

The RFP was posted September 3, 2025, with proposals due October 7, 2025.
