About this opportunity

The New York State Office for People with Developmental Disabilities (OPWDD), specifically the Finger Lakes Developmental Disabilities Service Office (FLDDSO), is seeking bids for an exterior repair and painting project at the Avon IRA located at 107 E Main St, Avon, NY 14414. The procurement is a New York State public works project requiring lead-safe renovation practices and prevailing wage compliance. Contractors must attend a mandatory site visit on October 7, 2025, at 10:30am to verify project requirements, with bids due by October 16, 2025, at 8:00 PM. Qualified bidders must be NYS certified lead renovators and possess a valid NYSDOL registration number, with contractors responsible for comprehensive exterior surface repair and painting, including lead-safe scraping, caulking, and repainting to match existing colors. Key deliverables include completing all work within 60 days of award, maintaining site safety, protecting ground and plantings, and ensuring no interference with the residential facility's normal operations. The project requires using specific materials like formula 230 paintable caulk and exterior grade ring shank fasteners, with final job acceptance determined by the OPWDD point of contact.

The contract opportunity does not include a service-disabled veteran-owned business set-aside. Bidders must submit comprehensive documentation, including a NYSDOL registration number and Certificate of Registration, with failure to provide these documents resulting in bid disqualification. Contractors must carry specific insurance, including workers' compensation and liability coverage with minimum limits of $1,000,000 for bodily injury and $2,000,000 for property damage. The project involves repairing and repainting exterior surfaces at a residential facility, with work limited to Monday through Friday, 9am to 2pm. While a specific budget range is not explicitly stated, the comprehensive requirements suggest a significant scope of work involving detailed lead-based paint management, surface preparation, and painting. Subcontractors must be pre-approved, and a quality control inspection is mandatory before repainting begins. The OPWDD reserves the right to make awards within 90 days, reject proposals, or negotiate with contractors in the state's best interests.
