About this opportunity
The Commonwealth of Kentucky, through the Kentucky Transportation Cabinet (KYTC) Division of Purchases on behalf of the Capital City Airport Division (CCAD), is issuing a Request for Bid (RFB 605 2300000723) for a one-time aviation upgrade contract. This rebid solicitation seeks qualified vendors to furnish and install comprehensive avionics and aircraft system upgrades for a single 1968 Rockwell/Cessna R172E aircraft. The scope of work includes installation of Garmin G500 TXi primary flight display and multi-function display systems, Garmin GTN 650 TXi navigation equipment, GDL 69A satellite weather radio, Bendix King AeroCruze autopilot system, Whelen LED lighting components, and various interior modifications including seats, harnesses, carpeting, and door seals, along with new avionics panel fabrication. Bidders must be certified as Garmin and Federal Aviation Administration-approved repair and installation avionics facilities and must demonstrate documented experience installing a minimum of five (or ten, per one version) Bendix King AeroCruze systems. Mandatory pass/fail requirements include vendor location within 200 nautical miles or 300 statute miles by automobile of CCAD in Frankfort, Kentucky. Award will be made on a best-value basis with price as the sole measurable criterion (100 points maximum), and the successful bidder must complete all installation work within 10 weeks of receiving the aircraft, with liquidated damages of 1% per day assessed for delays beyond the contracted completion date. A mandatory site visit was scheduled for May 3, 2023, at 10:30 a.m. ET at Capital City Airport (84 Airport Road, Frankfort, Kentucky), with electronic bids due May 12, 2023, at 1:30 p.m. ET through the Kentucky Vendor Self Service portal at https://vss.ky.gov, and a tentative award date of May 16, 2023.

No incumbent vendors or current contractors are identified in this solicitation. All pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with the vendor responsible for all shipping and freight charges. The successful bidder must maintain comprehensive aviation commercial general liability insurance with limits of $10,000,000 per occurrence, naming the Commonwealth as an additional insured, with coverage remaining in force for 10 years after project completion. Payment will be made within 30 working days of invoice receipt. All responses must be submitted electronically through the Kentucky Vendor Self Service platform; emailed and hard copy bids are not accepted. No specific budget or award value range is disclosed in the solicitation documents.
