About this opportunity
The Kentucky Finance and Administration Cabinet, on behalf of the Kentucky State Police Aircraft Branch, issued Request for Bid (RFB) 758 2200000492 on March 1, 2022, seeking the procurement of six units of AN/AVS-9 White Phosphor Generation III aviation night vision goggles. The equipment must be aviation-certified, military-grade units with all necessary mounting hardware and low-profile battery packs compatible with MSA Gallet LH250 helmets, and a minimum full two-year warranty is required; no alternate brands will be accepted. Vendors' written questions were due by March 9, 2022 at 10:00 AM ET, with sealed bids due by March 17, 2022 at 1:30 PM ET. The award will be determined using a best value ranking approach with price weighted at 90 points and delivery weighted at 10 points, where the lowest bidder receives maximum price points and subsequent bidders are scored proportionally. All quoted prices must be F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use taxes, with delivery to the KSP Aircraft Branch at 94 Airport Road, Frankfort, Kentucky 40601 and billing directed to KSP Financial Grant Management at 919 Versailles Road, Frankfort, Kentucky 40601. Vendors must submit bids electronically through the Kentucky Vendor Self Service system and bid all line items or face rejection as non-responsive; contact Kyle Collins at 502-564-6521 for additional information.
Kentucky resident bidders and qualified bidders are eligible for preference consideration in the award determination process. Qualified bidders include Kentucky Correctional Industries and nonprofit organizations serving individuals with disabilities that meet specific requirements under 200 KAR 5:410(3). All bidders must register in the Commonwealth eProcurement System, submit a Kentucky Tax Registration Form 10A100, provide proof of Secretary of State registration for foreign entities if applicable, comply with required affidavits regarding campaign finance laws, sales and use tax registration, state tax obligations, trade boycott prohibitions, and other statutory requirements, and submit EEO forms if applicable prior to contract award. Past vendor performance may be considered in award determination, and vendors with poor performance records in the last 12 months may be deemed non-responsible and ineligible for award. The solicitation documentation does not specify unit costs or total contract amounts; interested vendors should contact the Commonwealth Buyer for pricing information and should consult Attachment A for complete terms and conditions and any subsequent addenda.
