About this opportunity
The Virginia Department of Aviation is soliciting bids under eVA Quick Quote BPM095803 for Avgas 100 Low Lead aviation fuel, with bids due November 4, 2026 at 2:00 p.m. local time under Addendum No. 1, which moved the deadline from November 3. The procurement carries a small business set-aside priority: award goes to the lowest responsive and responsible bidder that is a DSBSD-certified micro business if the bid is under $10,000 and deemed fair and reasonable. Otherwise, award goes to the lowest DSBSD-certified small business if the bid does not exceed $100,000 and is deemed fair and reasonable. If neither applies, award goes to the lowest responsive and responsible bidder of any size at a fair and reasonable price.
The contractor must supply a cumulative total of 1,000 gallons on an as-needed basis for the department's Cessna 182 and Cessna 206 aircraft. Fuel must be stored on the field at Richmond International Airport (KRIC), with delivery within 15 minutes of call and no later than 30 minutes. Contractors must obtain a KRIC-issued security badge for Airport Operations Area access, train all employees in aircraft fueling, maintain a drug and alcohol compliance program, and obtain Capital Airport Commission approval to conduct business at Richmond Airport. Bidders must inspect the job site before submitting. The Commonwealth reserves the right to test and inspect for conformance, and the contractor bears the cost of repairing any damage to department aircraft, buildings, or equipment. Insurance requirements in the general terms include commercial general liability of $1,000,000 per occurrence and $2,000,000 in the aggregate, and employer's liability of $100,000.
Contractors must register in eVA. Transaction fees are 1 percent, capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses, invoiced about 30 days after purchase order issuance. Bid acceptance is 30 days from solicitation. Prime contractors are paid within 30 days of invoice, and subcontractors must be paid within seven days of receipt of Commonwealth payment. The posting lists Henrico County and Roanoke City as jurisdictions. Questions go to Benjamin Miller, Procurement Manager, at benjamin.miller@doav.virginia.gov or 804-774-4628.
