All glass must be new, meet or exceed OEM specifications and National Auto Glass Specifications (NAGS) requirements, and be installed by qualified technicians. Service orders must be completed within five business days of receipt, with emergency replacement available within twenty-four hours. The scope includes glass replacement, repair, and installation on automobiles, trucks, and related equipment.
Pricing shall be submitted as a discount percentage from NAGS list prices for four glass categories: windshields, flat laminated glass, curved tempered glass, and flat tempered glass. Labor rates must be stated as separate hourly charges for regular Monday-Friday hours (8:00 a.m. to 4:00 p.m.) and for nights, weekends, and holidays. No travel time charges or labor escalation are permitted during the contract term. The County will make award based on the two-year average labor rate and material pricing.
The contract term runs from November 1, 2026 through October 31, 2028, with an optional one-year renewal for a potential three-year total. All materials must be guaranteed against manufacturer defects for the duration of county vehicle ownership. Invoicing must include detailed descriptions of work, employee type and hours, VIN and license plate numbers, and itemized charges, with labor billed in quarter-hour increments.
Vendors must maintain Commercial General Liability coverage ($1,000,000 combined single limit), Business Automobile Liability ($1,000,000 each occurrence), and Workers' Compensation per New York State requirements, with the County named as additional insured on a primary and non-contributory basis. Bids must remain valid for forty-five days from opening. All bidders must certify non-collusive bidding and compliance with New York's Iran divestment law.
