About this opportunity
Rowan-Cabarrus Community College is requesting proposals for commissioning agent services for the design and construction of a $25 million Automotive Building at its North Campus in Salisbury, North Carolina, with proposals due November 12, 2026 at 2:00 PM. Proposing firms must be properly licensed to practice engineering in North Carolina.
The scope spans four phases—design, construction, acceptance, and post-acceptance commissioning—for a 45,000-square-foot single-story building housing automotive classrooms, labs, offices, twelve automotive bays, an autobody shop with paint booth, and spaces for a Heavy Diesel Technology program. The project includes high-performance design elements: pre-engineered metal structure with masonry facade, ground source heat pump HVAC systems, rooftop and parking lot solar installations, and building envelope commissioning with air pressure testing. The commissioning agent will serve as an independent third party throughout these phases.
The total project budget is $25 million, funded through Rowan County Bond Approved OC-25, with design funding in FY 2025 and construction funding in FY 2026. Evaluation criteria, in order of weight, are expertise in commissioning high-efficiency educational facilities (30%), demonstrated understanding of Rowan-Cabarrus Community College's facilities requirements and State Construction Office procedures (20%), experience with energy-efficient and sustainable building design emphasizing Passive House (PHIUS) and WELL Building standards (20%), qualifications of proposed staff (15%), proposal quality and completeness (10%), and familiarity with and proximity to the college (5%).
Submissions must include a one-page letter of interest, commissioning approach with organizational chart, three to six examples of similar State Construction Office-administered projects, three letters of recommendation from higher education clients, resumes of key staff, and signed copies of any addendums. Electronic submissions, limited to 20 MB in Adobe PDF format, go to collegeenvironment@rccc.edu. Proposals must include the firm's Engineering License Number, E-Procure number, and SCO Vendor Number.
