About this opportunity
The Town of Farragut, Tennessee is requesting proposals for implementation, operation, and maintenance of an Automated Traffic Enforcement Program with proposals due June 3, 2026 at 2:00 PM. A non-mandatory pre-bid meeting is scheduled for May 12, 2026 via Microsoft Teams, with questions due May 19, 2026.
The scope covers a complete automated traffic enforcement system monitoring red light violations at nine designated intersection approaches across four locations: Concord Road & Kingston Pike (2 approaches), Campbell Station Road & Parkside Drive/Grigsby Chapel (2 approaches), Campbell Station Road & Kingston Pike (3 approaches), and Smith Road & Kingston Pike (2 approaches). The vendor must provide color digital cameras with video capability, citation processing, training, court support, and public education services.
Pricing is structured as a no-cost-to-the-Town model where the vendor assumes all installation and operating costs and retains a percentage of citation revenue. The cost form requires pricing per $50 citation (estimated at 9,000 citations monthly), percentage of revenue per citation, cost per approach for relocating or installing new camera locations, and total bid price. Proposals must remain firm for 120 days.
The initial contract term runs five years from July 1, 2026 through June 30, 2031, with two optional one-year renewal periods at the Town's discretion. The vendor must provide proof of financial stability and obtain commercial general liability ($1 million per occurrence / $2 million aggregate), automobile liability ($1 million combined single limit), workers' compensation ($500,000 per accident), and professional liability ($1 million per claim/aggregate) insurance. The vendor handles all citation collections and payments while maintaining complete records and images for three years; the Town retains all data rights. Evaluation Committee meets June 9, 2026, with intent to award June 10 and Board approval expected June 25.
