About this opportunity
The Missouri Department of Transportation (MoDOT) has issued an Invitation for Bid (IFB) for Automated Fuel System Upgrades at 19 locations in the Northwest District. The contract requires a contractor to remove existing Kit #3 FMU-2500 Fuel Master Units and replace them with new FMU-2500 plus (LRU) KIT systems, complete with new cabinets, doors, sun covers, network cards, and software updates. Each location will also require the installation of a Wex Card Reader board. The contractor must coordinate installations 24 hours in advance with Fuel Master, the District Facilities Manager, and MoDOT Central Office, and must complete each installation within the same day, before 4:00 p.m. Central Standard Time. Interested vendors must be registered on the Missouri BUYS vendor portal and may schedule site visits with District Facilities Manager Matt Moppin by August 15, 2019. The bid responses are due by August 29, 2019, with a project completion date of December 31, 2019. The contract will be awarded to the lowest responsive and responsible bidder, and the pricing must be submitted as a lump sum for the entire project.
The solicitation encourages participation from Minority Business Enterprises (MBE) at 10% and Women Business Enterprises (WBE) at 5%, with Service-Disabled Veteran (SDV) businesses also encouraged to participate. The contract requires a bid bond or equivalent of 5% of the bid amount, with the successful bidder required to provide a 100% performance and payment bond. Contractors must comply with prevailing wage requirements under Chapter 290 RSMo and maintain specific insurance coverage, including commercial general liability insurance ($500,000 per person/$3,000,000 per occurrence), automobile liability insurance with similar limits, and workers' compensation insurance. Liquidated damages of $500 per day will be assessed for late completion of the project. The contractor must provide a one-year warranty on all materials and equipment. While no specific budget range is explicitly stated, the comprehensive scope of work involving upgrades at 19 locations suggests a significant project investment, with costs encompassing equipment, installation, labor, and associated technical requirements.
