About this opportunity

The Missouri Department of Transportation (MoDOT), operating under the Missouri Highways and Transportation Commission (MHTC), is requesting proposals for Automated Data Collection Vehicles through RFP MODOT-FY25-0011-SL with proposals due January 31, 2025, at 2:00 p.m. Central Time via MissouriBUYS.

The scope requires two lines of full-size high-roof cargo vans equipped with specialized automated data collection systems for roadway data collection and analysis. The primary deliverable is the initial van, with a second van anticipated for purchase during the contract period. Each vehicle must be a current model Ford Transit 250 cargo van with a 148-inch wheelbase or functionally equivalent model, with a maximum height of 11 feet including all external systems. Delivery and installation of all subsystems must occur within 90 days of order receipt. The contractor shall provide two years of full warranty coverage beginning upon final acceptance, including 100 percent of parts and labor, unlimited technical support during business hours, and fifty hours annually of incidental programming; physical repairs must commence within forty-eight hours of notification of any issues.

Pricing is submitted as firm fixed prices with separate line items for the initial van and all subsequent vans purchased during the contract period. The contract period extends two years from the date of fully executed agreement. The evaluation criteria weigh industry experience at 20 points, proposed method of performance at 60 points, and proposed fee at 20 points.

Compliance requirements include an Annual Worker Eligibility Verification Affidavit confirming enrollment in a federal work authorization program; a Buy American Form (MO 300-1102N) certifying manufacturing origin; an Anti-Discrimination Against Israel Act certification if the contract value exceeds $100,000 and the contractor employs ten or more people; and a lawful-presence affidavit for sole proprietors or partners. Federal terms and conditions apply, including default and termination-for-convenience provisions. No pre-bid conference or site tour is scheduled.
