About this file
This Request for Proposals (RFP) is issued by the Missouri Department of Transportation (MoDOT), operating under the Missouri Highways and Transportation Commission (MHTC), seeking qualified firms to provide Automated Data Collection Vehicles for roadway data collection and analysis. The RFP seeks proposals for two lines of full-size high roof cargo vans equipped with specialized automated data collection systems, with the initial van being the primary deliverable and subsequent vans available for purchase during the contract period. The proposal submission deadline is January 31, 2025, at 2:00 PM Central Time through the MissouriBUYS electronic procurement system. No pre-bid conference or site tour is scheduled. The contract period extends for two years from the date of the fully executed agreement, with the contractor required to deliver the vehicle and all installed subsystems within 90 days of order receipt. The vehicle must be a current model Ford Transit 250 cargo van with a 148-inch wheelbase or functionally equivalent model, with a maximum height of 11 feet including all external systems.
Pricing for the vehicles is submitted as firm fixed prices with separate pricing required for the initial van and all subsequent vans purchased during the contract period. MoDOT anticipates purchasing a second van during the contract period, with pricing for subsequent purchases calculated using the same rate established for the second van. The contractor must provide two years of full warranty coverage beginning upon final acceptance, including 100 percent of parts and labor, unlimited technical support during business hours, and fifty hours annually of incidental programming. The contractor shall commence physical repair within forty-eight hours of notification of any issues. The successful offeror will be evaluated based on industry experience (20 points), proposed method of performance (60 points), and proposed fee (20 points). All proposals and related information are subject to the Missouri Open Records Act and will be open to public inspection following contract award.

Introduction Background: It is the intent of this RFP to have the successful Offeror enter into an Agreement with MHTC (hereinafter "Resulting Agreement"), to supply Automated Data Collection Vehicles as outlined herein.
MoDOT operates as a customer focused and results driven, state agency under a decentralized organization structure with headquarters in Jefferson City, and is governed by the MHTC, a six (6) member Commission appointed by the Governor. The Central Office provides oversight and support to seven (7) geographical districts primarily responsible for delivery of MoDOT's mission and tangible results.
Each district contains approximately fifteen percent (15%) of the total road mileage in the state highway system. MoDOT employs approximately 5,100 full-time employees. About eighty percent (80%) of those employees work in the seven (7) districts with the remainder working in the various divisions within the Central Office facility.
