About this opportunity
The State of Maine Division of Purchases is soliciting quotes for auto-inflatable model MD3196 life preservers, with quotes due May 20, 2014. The procurement carries an in-state preference under Maine law: where quotes are tied, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.
The scope comprises compact auto-hydrostatic personal flotation devices (PFDs) with manual backup capabilities designed for tactical use and integration with tactical vests and body armor. Units must feature low-profile design to minimize interference with armor, support belt-extender attachment, and comply with United States Coast Guard (USCG) requirements and applicable federal maritime safety standards. Technical specifications and supporting images are detailed in the attached Vests.docx specification document.
Quotes must be submitted electronically by 2:00 p.m. local time on May 20, 2014, with supporting documentation permitted via fax or mail prior to bid opening. Unit prices must be submitted separately for each item unless otherwise specified; all prices must be inclusive of trade or quantity discounts and delivery to destination, and exclude Federal and Maine State Sales and Use Taxes. The State reserves the right to award on a per-item or group basis, whichever serves its interests best. Cash discounts of 20 days or longer are considered in evaluation; discounts under 20 days are not. The Division of Purchases retains discretionary authority to reject any or all quotes, waive formalities, adjust quantities by up to 10 percent, and procure from alternative sources if the contractor defaults, charging excess costs to the original contractor. All transportation charges must be prepaid by the contractor unless specified otherwise. Technical questions or clarifications must be submitted through the designated Question and Answer portal on the Solicitation Details View page; questions submitted through alternative channels will not be considered valid.
