About this opportunity
The State of Maine, Division of Purchases, is requesting bids on automotive air, oil, fuel, and related filters for all state agencies on an annual contract basis, with bids due September 28, 2010. The scope covers normal filter requirements across state agencies, with the winning vendor expected to supply all similar products in its catalog and provide a comprehensive, periodically updated Excel spreadsheet of available inventory.
Delivery is required statewide to approximately 100 Maine Department of Transportation facilities spanning from York to Madawaska, with delivery within seven days of order receipt on FOB destination basis with all transportation charges fully prepaid by the contractor. All filters must be first-grade materials and workmanship conforming to commercial standards and Federal Specifications with proper packaging to ensure first-class delivery condition.
Pricing must remain firm for the entire contract duration with no price adjustments permitted. The State requires acceptance of the State Procurement Card as payment with no surcharges or additional compensation allowed. Bidders must also indicate willingness to extend contract pricing to Maine political subdivisions and school districts.
Awards will be made to the lowest responsible bidder on an item-by-item or group basis at the Division's discretion based on best value considerations including quality, conformity with specifications, delivery dates, and ultimate cost to the State. The Division reserves the right to increase or decrease quantities by up to 10%. Cash discounts under 20 days will not be considered in award determinations.
The contract includes a potential extension of up to two years beyond the original expiration date at the Director of Purchases' discretion with contractor consent. The Division reserves cancellation rights with 30 days' written notice or immediate cancellation for non-conformance. Bidders must comply with the Maine Chemical Substance Identification Law by providing current material safety data sheets for any hazardous chemicals. When manufacturers are specified by trade name or catalog number, "or approved equal" is implied.
