About this opportunity

The California Department of Parks and Recreation is requesting sealed bids for two construction projects at Austin Creek State Recreation Area in Sonoma County: constructing a water tank and appurtenances for the Bullfrog Pond and Pond Farm Water System (Project A) and constructing and installing a structure to replace an existing communications structure at McCray Ridge Repeater Site (Project B), with bids due August 4, 2026. A mandatory 6% Disabled Veteran Business Enterprise (DVBE) participation requirement applies; bids failing to meet this threshold are non-responsive. An additional DVBE Incentive Program offers evaluation preference for participation exceeding 6%, capped at $100,000 when combined with other preferences. A 5% Small Business Preference is available to California-certified small businesses or non-certified businesses committing 25% subcontractor participation with certified small businesses, capped at $50,000.

A and/or B contractor licenses are required. The Engineer's Estimate ranges from $1 million to $1.3 million. The contract term is 545 calendar days from the Notice to Proceed, with work performance required within 180 calendar days from the formal start date, including ten calendar days for contractor mobilization.

Prospective bidders must attend a mandatory job showing on Monday, July 20, 2026, at 10:00 a.m. at Armstrong Redwoods State Natural Reserve; failure to attend results in bid rejection. Electronic bids must be submitted to DPR.PWBIDS@parks.ca.gov by 2:00 p.m. on August 4. Bids will be opened publicly via conference call; interested parties must request participation 24 hours in advance.

Bidders must submit a Public Works Bid Form, Bidder Declaration, DVBE Declarations, Non-Collusion Affidavit, Bidder's Bond (minimum 10% of bid amount for bids exceeding $5,000), California Public Contract Code Section 10162 Questionnaire, Darfur Contracting Act Form, Fair Chance Employment Act certification, and Artificial Intelligence Disclosure Form. Prevailing wage requirements apply under California Labor Code; bids remain valid for 120 calendar days from opening. Payment is made upon invoice approval and satisfactory work completion, with 5% retained from progress payments.
