About this file
This is Addendum 1 to a public works bid solicitation issued by the California Department of Parks and Recreation for two construction projects at Austin Creek State Recreation Area in Sonoma County. The addendum extends the bid opening date from August 4, 2026, to August 18, 2026, at 2:00 PM and extends the deadline for bidder questions to August 11, 2026, at 2:00 PM. Project A involves constructing a water tank and appurtenances for the Bullfrog Pond and Pond Farm Water System, while Project B encompasses constructing and installing a structure to replace an existing communications structure at McCray Ridge Repeater Site. The addendum replaces the bid form packet with a revised 22-page version reflecting the new bid date, clarifies that the County of Guerneville Road Maintenance Yard will serve as a temporary weekday-only laydown area for material receiving and loading, and provides ten questions and answers addressing contractor concerns regarding precast structure assembly alternatives, temporary water system requirements, PGE engineering responsibility, LP tank filling, equipment specifications, building ventilation, and tank material options. Additionally, the addendum requires replacement of two architectural drawing sheets (S-3.1 and S-4.1) to reflect a monolithic concrete slab pour instead of the previously specified construction method.
The solicitation requires sealed bids for a lump sum covering both projects, with a 180-calendar-day completion timeframe from the notice to commence work, inclusive of ten days for mobilization. A mandatory 6% Disabled Veteran Business Enterprise (DVBE) participation requirement applies; bids failing to meet this threshold are deemed non-responsive. An additional DVBE Incentive Program provides evaluation preference for participation exceeding 6%, with incentives ranging from 1% to 5% of the lowest responsive bid, capped at $100,000 when combined with other incentives and preferences. Bidders must submit multiple forms including a Public Works Bid Form, Non-Collusion Affidavit, Bidder's Bond equal to 10% of the total bid, DVBE and Small Business certifications, California Public Contract Code Section 10162 Questionnaire, Darfur Contracting Act Form, Fair Chance Employment Act certification, and Artificial Intelligence Disclosure Form. Bids must be submitted electronically to DPR.PWBids@parks.ca.gov and remain valid for 120 calendar days from opening. Contractors must possess appropriate active contractors' licensure; no additional pre-bid qualifications regarding experience are required.
