About this opportunity

The Texas Military Department Procurement and Contract Services is soliciting competitive bids for foam systems repairs at Austin Bergstrom International Airport (ABIA) under NIGP Class 936-33, with proposals due September 15, 2026.

The scope encompasses repair and maintenance of aircraft rescue and firefighting (ARFF) foam systems across four hangars (9530, 9535, 9540, and 9550) located at 5102 Emma Browning Avenue, Austin, Texas. Work at each facility includes capturing and preserving existing Jet-X foam concentrate using 55-gallon drums, removing and disposing of existing tank bladders, installing new tank bladders of specified capacities, reinstalling foam from drums into new bladders, replacing one electronic valve per hanger, and repairing minor leaks on fire sprinkler risers. Hanger 9530 requires work on two 300-gallon tanks; hangars 9535, 9540, and 9550 each require work on two 800-gallon tanks. Testing of the foam concentrate will be completed by TMD's existing fire protection vendor. All work must comply with Federal Aviation Administration (FAA) standards, NFPA standards, and airport safety protocols, with inspections and approvals required at project completion.

Bidders must demonstrate insurance coverage including general liability with minimum limits of $1 million per occurrence and $2 million aggregate, and provide references from similar airport maintenance projects. The contract term is one year from award with potential renewal options for up to two additional one-year periods at the airport's discretion. Pricing shall be submitted on a firm fixed-price basis with itemized costs for labor, materials, equipment, and any subcontractor services using the mandatory pricing schedule. A subcontracting plan establishing small business participation goals is required. Funding derives from airport operating revenues and federal grants administered through the FAA. Bidders must obtain a Texas Identification Number and complete a Direct Deposit Authorization Form for payment processing.
