About this opportunity
The Virginia Department of Forestry is requesting bids for high-quality, cleaned, and viable tree seed across 59 species for delivery to the Augusta Nursery in Crimora, Virginia, with bids due August 4, 2026 at 2:00 p.m. EST. Addendum No. 1, issued July 29, modifies quantities from the original Scope of Work; bidders must sign and submit the addendum with their bids.
Requested species include hardwoods, softwoods, and native shrubs ranging from 5 to 250 pounds per species—Black Cherry (250 lbs), Sycamore (100 lbs), Sugar Maple (50 lbs), and Yellow-Poplar (25 lbs). Yellow-Poplar seed must be de-winged with minimum 60% germination rate. Bidders must be regular dealers of tree seed and may submit offers for partial quantities if unable to fulfill the complete request. Seed delivery is required no later than May 15, 2027.
Pricing must be submitted on a per-pound basis with all shipping and delivery costs included as a total cost delivered amount under FOB destination terms. A single bidder's combined awards shall not exceed $100,000. The DOF reserves the right to award individual seed species to multiple bidders and may delete items or adjust delivery dates based on fair and reasonable market pricing and regional weather conditions affecting wild-harvested seed availability.
For contracts exceeding $10,000, vendors must comply with federal, state, and local laws, including immigration reform and debarment requirements. Set-asides for award priority apply to DSBSD-certified micro and small businesses, including women-owned and minority-owned businesses holding such certification. Vendors must register in eVA and pay transaction fees of 1% of contract value, capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses. Bids must remain valid for 30 days from submission. Awards will be made to the lowest responsive and responsible bidder based on net prices. Bids may be submitted via email or the eVA platform.
