Scope of Work Summary

This Scope of Work document issued by the Virginia Department of Forestry (DOF) outlines requirements for a tree seed procurement solicitation for the Augusta Nursery in 2026. The solicitation seeks vendors to furnish and deliver high-quality, cleaned, and viable tree seed across 59 different species, with quantities ranging from 5 to 250 pounds per species. Requested species include various hardwoods, softwoods, and native shrubs such as Black Cherry (250 lbs), Sycamore (100 lbs), Sugar Maple (50 lbs), and Yellow-Poplar (25 lbs with de-winged seed requirements and minimum 60% germination rate). All bids must be received by 2:00 p.m. EST on Tuesday, August 4, 2026, with seed delivery required no later than May 15, 2027, to the Augusta Nursery in Crimora, Virginia. Bids may be submitted via email or through the Commonwealth's eVA electronic procurement platform.

Pricing must be submitted on a per-pound basis with all shipping and delivery costs included as a total cost delivered amount, with FOB destination terms. Bidders must be regular dealers of tree seed and may submit offers for partial quantities if unable to fulfill complete requests. The DOF reserves the right to award individual seed species to multiple bidders if the lowest bidder cannot supply the full quantity required, and may delete items or adjust delivery dates based on fair and reasonable market pricing and regional weather conditions affecting wild-harvested seed availability. A single bidder's combined awards shall not exceed $100,000, and the agency has the discretion to make single or multiple awards based on what serves the Commonwealth's best interest.
