Bid Number 2025-0013 requires the selected auditor to perform municipal financial audits in full compliance with government auditing standards, which includes preparing financial statements, potentially conducting a federal single audit, and delivering reports by December 31st following each fiscal year. The evaluation of proposals will utilize a 100-point scoring system, with 40 points allocated to firm qualifications, 30 points for audit approach, and 30 points for audit fees. Bidders must possess a valid professional license, demonstrate independence, have internal quality control systems, and provide professional liability insurance of at least $1 million. Bid responses are due by 12:00 P.M. on April 25, 2025, with a public bid opening scheduled for 1:00 P.M. the same day at City Hall. The contract period will not exceed three years, with potential continuation beyond the initial year at the city's discretion.
The RFP does not explicitly outline specific set-aside designations for disadvantaged businesses or minority-owned enterprises. The city reserves the right to reject any bid and will evaluate proposals based on municipal experience, professional expertise, capacity to meet deadlines, and fee structure. While no incumbent vendor is mentioned, the auditing firm will be responsible for preparing draft financial statements, expressing opinions on financial presentations, conducting required supplementary procedures, and submitting various reports including a management letter. The document does not specify a precise budget range or award value for the auditing services. Prospective bidders should note the comprehensive nature of the required services, which extend beyond standard financial reporting to include detailed analytical and procedural requirements that demonstrate the city's commitment to thorough financial oversight and transparency.
